Chuzhou: A Strategic Hub Linking Two Major Metro Areas

Foreign founders considering company registration in China should note Chuzhou's rise as a strategic link between the Hefei and Nanjing metropolitan areas. The city offers cross-provincial industrial parks, innovation platforms, and a business-friendly environment, with GDP surpassing 400 billion RMB and a national ranking jump to 85th.

Chuzhou: A Strategic Hub Linking Two Major Metro Areas

For foreign founders exploring company registration in China, inland cities beyond the traditional coastal hubs are increasingly worth attention. Chuzhou, in Anhui Province, offers a compelling case. Positioned between the Hefei and Nanjing metropolitan areas, the city has transformed from a peripheral border town into a key node for cross-regional cooperation. Its GDP has climbed past 300 and 400 billion RMB during the 14th Five-Year Plan period, ranking third in Anhui and 85th nationally as of 2025, up from 185th in 2012. It also ranks 75th in the national top 100 cities comprehensive list.

Cross-Border Industrial Parks with Innovative Cooperation Models

Chuzhou has developed a matrix of collaborative platforms: two Hefei-Chuzhou cooperation parks, three provincial-level adjacent-area new functional zones, and four provincial cross-border industrial cooperation parks. The number and scale of these cross-province platforms rank first in Anhui. These parks adopt market-based cooperation mechanisms, such as the 8:2 capital contribution and 7:3 profit-sharing model between Nanqiao and Pukou, creating a community of shared interests. The Zhongxin Suzhou-Chuzhou High-tech Zone operates under a "development company + management committee" dual-entity model, combining an effective government with an efficient market.

A notable example is the Chuzhou Huarui Microelectronics project in the Pukou-Nanqiao adjacent zone. Originally a asset-light chip design firm in Pukou High-tech Zone, it decided to build its own wafer fab in 2020. The company became the first tenant in the Nanqiao-Pukou cooperation park, quickly evolving into an integrated device manufacturer (IDM) with design, R&D, manufacturing, and sales. Its compound annual growth rate has exceeded 50% for multiple years.

Embedding into Hefei and Nanjing Industrial Chains

Chuzhou has built an "8+4+8" modern industrial system, focusing on semiconductors, intelligent connected new energy vehicles, smart homes, medical devices, life sciences, advanced materials, and general intelligence. The city actively integrates into the supply chains of Hefei and Nanjing. For instance, Guoxuan High-tech from Hefei has established four production areas with seven lithium battery lines in Chuzhou, expected to generate over 8 billion RMB in annual output value. Nanjing's Xuankai Biology has invested in the Zhongxin Suzhou-Chuzhou High-tech Zone to produce polyglutamic acid biostimulants, helping the park's life sciences sector be selected as a provincial future industry science and technology park pilot. The electronic new materials cluster, represented by Nanda Optoelectronics, aligns with the chip and semiconductor industries of Hefei and Nanjing.

Four major industries—advanced photovoltaics and new energy storage, high-end equipment manufacturing, green food processing, and intelligent connected new energy vehicles—have each exceeded 100 billion RMB in output value. Three industrial clusters, including new-generation electronic information and smart home appliances, have been recognized as provincial advanced manufacturing clusters. The city has achieved county-level full coverage of 10-billion-RMB industrial projects, characteristic industrial clusters, listed companies, and national-level specialized and sophisticated "little giant" enterprises, and ranks among the national top 100 advanced manufacturing cities.

Innovation and Reform as Key Drivers

Although lacking major research institutes and "double first-class" universities, Chuzhou has established science and technology innovation enclaves in Hefei, Nanjing, and Shanghai. It has set up the Chuzhou branch of the National Technology Transfer Eastern Center, joined the Shanghai-Nanjing-Hefei Industrial Innovation Belt and the Yangtze River Delta Innovation and Entrepreneurship Development Alliance, and deepened strategic cooperation with universities in Hefei and Nanjing. It has established the Anhui University Chuzhou Research Institute, the Hefei University of Technology Zhigu (Chuzhou) Collaborative Innovation Center, and the Nanjing Agricultural University Chuzhou Science and Education Innovation Park. It also collaborates with the University of Science and Technology of China on the "Kunpeng Plan" and has been approved to build Anhui's first new chemical pilot test base in Dingyuan County.

Reform and innovation are hallmarks of Chuzhou. Over the past five years, the city has undertaken 82 national-level and 108 provincial-level reform pilots. It has issued the nation's first local regulation promoting high-quality development of the photovoltaic industry and the province's first local regulation on optimizing the business environment.

Business Environment and Talent Attraction

Chuzhou promotes its "Ting Manyi" business environment brand, aligning with market rules of Shanghai, Jiangsu, and Zhejiang. It has implemented 213 cross-province service items and 179 Yangtze River Delta "one-net" services. The "Tingcheng Tong" citizen card is interoperable with 110 cities including Nanjing. Medical insurance, social security transfers, and housing provident fund mutual recognition are being streamlined. Public services such as education and healthcare are provided according to "same-city standards."

The city has attracted talent through various initiatives. During the 14th Five-Year Plan period, its urbanization rate rose from 61.8% to over 65%, achieving net inflows of population, talent, capital, and technology. It has been named "China's Best Talent Attraction City" for four consecutive years.

Practical Implications for Foreign Founders

For foreign founders considering company registration in China, Chuzhou offers a supportive ecosystem. The city provides cross-provincial industrial parks with innovative cooperation models, a growing industrial base integrated with major metro areas, and a business-friendly environment with streamlined administrative services. The presence of science and technology innovation enclaves and collaboration with universities can facilitate R&D and talent recruitment. However, foreign founders should conduct due diligence and consult local professionals to navigate registration and operational requirements.
